Biography

As University Secretary of St Mary’s University Twickenham, Andrew oversees all aspects of university governance, legal matters and regulatory compliance, and provides policy advice and support to the Vice-Chancellor. This includes representing the Vice-Chancellor with key internal and external stakeholders. As Director of Government Relations he leads policy development and interaction with Government officials and policy makers.

Andrew joined St Mary’s University Twickenham in July 2018. He has worked in the higher education policy sector for over 20 years. He served as policy advisor to the Government of Ontario (Canada), was the inaugural Research Director of the Higher Education Quality Council of Ontario, and since moving to the UK in 2008 has worked with Universities UK, the Russell Group, QAA, Oxford University and the Department for Education.

Andrew is a graduate of Queen’s University (Canada) and the University of Toronto. He is a published scholar on university regulation and governance, higher education policy and history, and student fee policy, and is a regular contributor to WonkHE. He has served on governing bodies of Queen’s and Oxford University.
